It is not clear, however, when local authorities will be in a position to enforce a registration scheme and what impact a delay would have on unscrupulous breeding in Scotland in the meantime. Taking into consideration, therefore, the concerns around the workability and enforcement costs of the proposed registration scheme, as well as the uncertainty about the length of delay before the registration scheme would be introduced, the Committee does not believe that Part 2 of the Bill is the right approach.?
