To ask the Scottish Executive what assessment was made of the financial situation of Duo Airways Limited prior to the allocation of money from the route development fund. Before an operating licence isgranted, any new airline is subject to detailed scrutiny by the Civil Aviation Authority.In addition, the Route Development Fund’s stringent evaluation process ensures that,where there is any doubt about an airline’s ability to maintain operations, thecase for investment does not go beyond pre-qualification consideration.
