The National Workforce Planning Framework 2005 sets in place a robust bottom up approach to workforce planning driven by patient need and defined at local level by NHS boards.
School board training lacks priority and the necessary money. Funding is quite important. Judith, in your submission you talk about the need to make funding more widely available.
There is a chicken-and-egg element to the situation that makes it difficult. The process is being managed by funding further development when indicative numbers look good.
Figures for the changing children's services fund, ring-fenced GAE funding and other spending on education, health and so on, are all included in the table.
