Professor McEwen was talking about the code of practice that we both worked on, which says that, if you cannot have a referendum, another way of taking account of the views of the citizens, of the people, is through subsequent elections.
The simplest example is pay. If pay accounts for half the budget and the Government chooses to increase expenditure on public sector pay by more than the total budget is increasing, everything else has to be reduced by that amount.
