In its pre-budget written evidence the Convention of Scottish Local Authorities (COSLA) forecasted that just to stand still in 2018/19 it would require a revenue increase of £545 million (or 5.7%) to address the impact of 3% inflation (based in the Consumer Price Index) and 2.6% increase in demand.
