Presenting the figures
As covered in previous SPICe briefings on the Scottish Government Budget and local government finance settlement, the presentation of figures in the Budget and associated documents has changed over time.
For that reason, when looking at local government finance over the long-term, SPICe has chosen to disregard any funds which are directly allocated as part of the COVID-19 response.
Originally set for 6 November last year, as a result of the election the UK Budget will not be announced until 11 March 2020, which throws up a number of difficulties, as detailed in a SPICe Blog on the revised timetable.
