When we started the process several years ago, it was obvious that what was needed was a fibre optic trunk network around the area, improvements to the exchanges and introduction of the new services that were coming into use, such as ISDN. How were those developments funded? The initial programme—the Highlands and Islands telecoms initiative—was funded by about £5 million of Highlands and Islands Development Board/Highlands and Islands Enterprise money and by the telcos themselves.
