All of this funding has now been allocated. A significant proportion of EYF funding comprised a managed underspend to be set against the additional costs to local authorities arising from the teachers' pay and conditions settlement.

In both 1998-1999 and 1999-2000, grants totalling £3.5 million were made available to local authorities for Rural Public Passenger Transport Services and, although these were mainly for rural bus service, local authorities have the flexibility to use the funding to support ferry, air and rail services.

When we started the process several years ago, it was obvious that what was needed was a fibre optic trunk network around the area, improvements to the exchanges and introduction of the new services that were coming into use, such as ISDN. How were those developments funded? The initial programme—the Highlands and Islands telecoms initiative—was funded by about £5 million of Highlands and Islands Development Board/Highlands and Islands Enterprise money and by the telcos themselves.
