Improvements in Scotland’s competitiveness fundamentally depend on raising productivity in the private and public sectors.As outlined in the recently published Framework for Economic Development in Scotland, the Executive’s efforts to raise productivity centre on education and raising skills in the workforce, improving public infrastructure, fostering entrepreneurial dynamism, supporting innovation and investment in research and development, and increasing the effectiveness in the management of public sector resources.

Thenumber of Paediatric Consultants has also risen from 102 at September 1997 to 121(headcount) at September 2002, an increase of 19%.The Scottish Executive is promoting an integrated approach to workforce planning anddevelopment at local, regional and national levels and is investing £1.2million annually for three years, beginning in 2003-04, to improve workforceplanning and development across NHS Scotland.
