However, I find it hard to believe that Network Rail, as a close industry partner, would refuse to initiate those procedures if it were asked to do so, particularly given that under the Railways Act 2005 it will be in direct liaison with the Scottish Executive, which has an interest in this and other schemes in the Haymarket area.
