This legal rule – the residual power for the UK Parliament to legislate in devolved areas - is regulated by constitutional convention: the political rule, given expression by Lord Sewel during the passage of the Scotland Bill, that ‘Westminster [will] not normally legislate with regard to devolved 4 matters in Scotland without the consent of the Scottish Parliament’.
