I suppose that the issue is around how far a person goes, when they are asked to explain something, beyond just saying that it means X, Y and Z. It is sometimes found in court practice that people are asked to go a bit beyond that, which starts to stray more into the realms of advice, but it is possible to do that in-the-middle bit.
