I cannot tell what the answer is from the papers before me but, if that is the case, it would put a de facto obligation on social landlords to go down the ASBO route rather than the mediation route, which they might prefer, even though the ASBO route might be cheaper and less burdensome.

That illustrates the point of the petition.Dr Beatson has given me one or two notes. Essentially, it is a cri de coeur from doctors about the increasingly bureaucratic work load, which is in danger of compromising patient care, despite assurances that bureaucracy will be kept to a minimum.
