The Executive provides much of local government's funding, so we are—as members would expect—keeping a close eye on developments although, as has been said many times, the pay and conditions of local government staff are a matter for each council.
The minister has said that a joint venture company would perform its obligations without recourse to Government or public funds. In the case that I have described, a private company limited by guarantee is made up of organisations that are publicly funded.
To ask the Scottish Executive where in the environment and rural development level 3 budget the savings of #21.3 million planned for 2002-03 and 2003-04 will be made and what effect these savings will have on programmes funded by this budget.
