We are currently developing,through the Community Council Working Group, a Model Community Council Scheme, GoodPractice Guidance for both local authorities and community councils and a Code ofConduct for Community Councillors.
I would like to find out what factual and statistical evidence the Government has that the voluntary code has been adhered to. Also, what is the experience of customers?
There are opportunities already in the work that the Mental Welfare Commission does, and in the work to update the code of practice from the Scottish Government from a mental health perspective.
For example, trade union reps have felt targeted by the way in which they are heavily reminded about the code of good governance and so on. The EIS is working on that, including with the College Development Network.
There is plenty of precedent for such a policy in Australia and Canada, and it could be deliverable with a Scottish tax code. We have done the hard policy making, and we could easily progress to a better constitutional position on that.
