Tied Pubs (Scotland) Bill - Funding model
Funding model
The funding model in the bill would mean that pub owning companies bear the majority of the ongoing costs of the Scottish pub code adjudicator's office. These costs will be met by an annual levy on those businesses covered by the code, and follows the model used in the 2015 Act.

I would say that Parliament must absolutely have a vote on the code of practice. The difficulty with discussing the code of practice before we discuss the bill is that the code of practice will not be any good unless the bill is right.
