The Subordinate Legislation Committee expressed concern that the powers under section 27(6), read with section 27(8), would allow the modification of the act—not just other enactments—following on from the bill. By removing subsection (8), the amendment ensures that any subordinate legislation that is made under the act cannot be used to modify the act.
