We consulted on the principle and design of Scotland’s DRS in depth before laying the original regulations, and these amendment regulations still leave the scheme as a whole substantially unchanged.

I would be interested to know how we make sure that those companies that have some connection with buildings are still held accountable, and that we are aware of their heritage in the area.
The amendments would not prevent the use of dogs; they would merely require a justification for their use, which introduces accountability that is currently lacking in the bill.
