Of course, that is an aspiration of members on the Government benches; I am not sure where Mr Brown sits on the spectrum, but I know him to be an aspirational young man so I am sure that he wants the Parliament to have more such powers.

Obviously, the committee will also be in a position to scrutinise that.I am at a loss to understand the point of the budget lines in the 2007-08 budget to which Gavin Brown referred. I cannot see how that would have shone much light on the priorities of the organisation, given that I discovered that that is not actually how outturn expenditure is assessed.

However, without a consequent increase in teaching resources, most children drop out of school long before the end of their viable schooling. As Robert Brown said, some teachers who die of AIDS are not replaced.Scotland has a long history of helping countries to develop their education systems.
