As for the “safe and secure transition” being a cause of further delay, as Anna Ritchie Allan of Close the Gap—which supports the bill—explained to Parliament, a “safe and secure transition” is code for, in her words, “business as usual ... replicating a system that disadvantages women and increases the inequality ... they face”.
