The Committee reports to the Parliament as follows—
The Carbon Accounting Scheme (Scotland) Amendment Regulations 2017 [draft] were laid before the Parliament on 21 February 2017 and referred to the Environment, Climate Change and Land Reform Committee.
At the same time, does the committee wish to note that it is satisfied with the explanation that the Scottish Government has provided in the published correspondence for the failure to comply with the laying requirements? Interruption. I will continue.
If no members have any points to raise, is the committee therefore content for the Scottish Government to give its consent for UK ministers to lay the regulations in the UK Parliament?
No motions to annul have been received in relation to this instrument. The instrument breaches laying requirements. It came into force early on 6 February 2018.
Accountability of the new agency
The Committee noted that the Bill is clear on how the agency will report to and be held to account by Scottish Ministers.
This replaces the requirement of accounting standards for an annual charge for depreciation to be made against revenue, to reflect the declining value of an asset as it is used and to allocate in the annual accounts the original cost of the asset to periods in which the asset is used.?
