If local authorities can deliver what tenants want, so be it, but we will drive up standards for tenants in Scotland. I will follow on from John McAllion's point. Is there not a central contradiction in the minister's policy?
What is your view of the mechanism that will follow the introduction of the bill? The task force recommendations and, as I understand it the bill, propose that there will be staged reviews.
