I wrote to Lord Young and received a response suggesting that measures will be taken to ensure that health and safety—which is a reserved matter—is not seen as a barrier and that, instead of some of the licensing regimes, we might have a code of conduct that would make it easier for teachers to be involved in outdoor education.
