F inance and Public Administration Committee National Care Service (Scotland) Bill: Financial Memorandum - Summary of Call for Views Background In order to inform its scrutiny of the Financial Memorandum (FM) accompanying the National Care Service (Scotland) Bill, the Finance and Public Administration Committee included a number of specific questions in the general call for views on the Bill.
I am delighted to be here to give evidence on the proposals in the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Bill. If the bill is passed, it will have an immediate impact in modernising and strengthening the implementation of the existing legislation to assist the enforcement authorities and ensure that Scotland’s animals and wildlife benefit from the best protection.
They ensure that the Minister in charge of a Hybrid Bill Committee has the right to participate in Stage 2 amendment proceedings, and that other MSPs have the right to attend those proceedings and participate with the convener's permission, as they would at Stage 2 of any other Public Bill.

The launch of our National Mission on Drugs in January 2021 has meant that some of the commitments set out in the Rights, Respect, Recovery Strategy and the action plan for it, refreshed in December 2020, are being delivered in a different way.
