The question has to be asked: if Scottish Enterprise is not doing regeneration, who is? Who is co-ordinating that effort? As far as I understand the situation, Scottish Enterprise sees its main remit as being to encourage three things: company formation and growth, employment growth and companies from overseas locating in Scotland.
