If the liability point that Duncan Orr-Ewing mentioned were to be developed, the wildlife and natural environment bill that the Government will introduce probably before the summer—it will be dealt with by the Rural Affairs and Environment Committee after the summer recess—would offer the ideal opportunity for that to be taken forward.
