They are not encouraged to leave school at the age of 14, as some apparently wish to, but they are encouraged to take time out to learn skills and to enjoy the opportunities of an apprenticeship that they can follow through after the age of 16. That is a constructive and positive development and we hope to make announcements soon that will build on that.
