Could I just point out that the letter says that "The Council is satisfied that a Public Right of Way exists between Gilbert Street and Ferry Road."The letter also says that"Following receipt of responses, the Council will then embark on an internal determination to decide if the route constitutes a Right of Way".That does not seem to make sense.
