Your sixth report of 2008 talked about "Team Scotland", about co-ordinating efforts, about the possible use of local authorities, and about arbitration.
That would mean that there was a clear line of responsibility for co-ordinating efforts to provide information about voting and the functions of councils—it would perhaps be more helpful if that was done from the standpoint of councils—and therefore a national budget for doing that kind of work.
