We need only consider the extension of the National Museum of Scotland, which took nearly 10 years from drawing board to completion; we are trying to complete a large project in extraordinarily rapid time. I will just leave that thought hanging in the air without drawing the obvious conclusion.

According to the current guidance, which was revised in 2002, there should be a facility for a formal public consultation at stage 1, as opposed to what you described, which is community group liaison. If you think that it is enough to do what happened in Lanarkshire, that is fine.
