In practical terms, I imagine that it would come down to using some kind of pro forma that said that the factors in favour of sharing the information and the factors against it had been taken into account, that the views of the young person and the parent—if that was applicable in the circumstances—had been taken into account and that, on balance, all those factors having been taken into account, the decision had been made to share the information.
