Gaelic language strategy and standards 5 Gaelic language strategy (1) The Gaelic Language (Scotland) Act 2005 is modified as follows. (2) In the italic heading immediately preceding section 2, for “National Gaelic language 25 plan” substitute “National Gaelic language strategy and standards”. (3) After section 2 insert— “2A National Gaelic language strategy (1) The Scottish Ministers must prepare a national Gaelic language strategy. (2) The national Gaelic language strategy— 30 (a) must set out the Scottish Ministers’ objectives in relation to promoting, facilitating and supporting the use of the Gaelic language, (b) must set out the Scottish Ministers’ plans for meeting those objectives, including priorities for action, (c) must set out arrangements for monitoring progress towards meeting the 35 objectives, including how such progress will be measured, (d) may set out any other matters relating to promoting, facilitating and supporting the use of the Gaelic language which the Scottish Ministers consider should be included. 7 Scottish Languages Bill Part 1—Gaelic Chapter 1—Support for the Gaelic language (2A) In preparing the Gaelic language strategy, the Scottish Ministers must have regard to the principle that the Gaelic and English languages should be accorded equal respect. (3) In preparing the national Gaelic language strategy, the Scottish Ministers must 5 publish a draft strategy and consult such persons as they consider appropriate. (3A) When publishing a draft strategy under subsection (3), the Scottish Ministers must also publicise the arrangements for making representations about the draft strategy. (4) The Scottish Ministers must— 10 (za) publish the results of the consultation undertaken under subsection (3), 1 (a) publish the national Gaelic language strategy in such manner as they consider appropriate, and (b) lay...

See www.lobbying.scot St Andrew’s House, Regent Road, Edinburgh EH1 3DG www.gov.scot   My intention is therefore to bring forward regulations that will make permanent the use of remote technology in appeal hearings, while also ensuring that there is an ability for appellants to choose which format of hearing (remote/in-person) will take place. I expect to lay regulations in the spring so that they can come into force at start of the next academic year on 1 August 2025.

To that end, the laying date is Monday 13 September with the regulations intended to come into effect on Wednesday 15 September, subject to Parliamentary approval.

Draft Climate Change Plan 22 November 2023

The Scottish Government’s independent advisors on climate change, the Climate Change Committee, have expressed concerns about the delay in laying the draft Plan. The Net Zero, Energy and Transport Committee would welcome detail of any discussions which took place with the Climate Change Committee prior to the decision to delay the draft Plan.
