I want to follow on from, and amplify, the point that Des McNulty made. I understand that the NPF—which, I accept, is still being debated by the Communities Committee—will not necessarily contain a financial component.
When the Standards Committee considered the matter in the first session, Des McNulty said that there was an important and particular role for MSPs in cross-party groups and that such groups would not just be interest groups, which could be set up outside the Parliament.
Members of the public are not allowed to contribute to the meeting. Does Des McNulty's question about social security payments apply equally in the case of the HIV sufferers?
We have noted your response to section 28(4), on the power to modify the procedure in the event of de-designating a national park area.Do you think that it is appropriate to specify the powers to which the modifications should relate?
I will ask one more follow-up question to try to pin you down more. When do you expect to tell us how the targeted efficiency savings of £912.3 million by 2008 will be reallocated?
In this first step of the process, what we did not do was to put pins in a map. We wanted to be broadly descriptive about the tiers of service and what they should be.
However, outside of the individual examples it can be difficult to pin down what is involved. Like everything else, it has to be reviewed to see whether it is working out.
