With this new amendment, I hope to allow for the issuing of guidance by Scottish ministers to local authorities on how to determine how home education can be administered or allowed.For those who did not follow the stage 2 debate, I should explain that the Education (Scotland) Act 1980 gives parents the legal right not to send their children to school.
