In its letter to the Presiding Officer, which can also be read in the Annex, the Scottish Government explained that it was unable to lay the instrument in late June to allow the full 28 laying days before coming into force.
Councils are being given significant additional powers to manage particular challenges in communities, such as short-term lets—we will lay legislation for a licensing scheme in November.
Subsection (2) defines what is meant by ―equivalised‖ – which is that household income has been adjusted to take account of variations in household size and composition.
The Government could be required to consider any comments made and report on how these were taken into account when laying the final version of the regulations before the Parliament for approval under the affirmative procedure.
It stated that it noted the Committee’s recommendation and would reflect on the best way to ensure a broad range of views are taken into account.
It is not clear why a consultation requirement has not been included as suggested by the Committee in its Stage 1 report.

The Health Claims (Revocation) Regulations 2024 were sent for sifting at the UK th Parliament on the 19 of March 2024 and were due for laying in June 2024. However, following the election of a new UK Government in May 2024, this process was suspended.
