Under the Regulation of Investigatory Powers (Scotland) Act 2000, which was passed during the Liberal Democrat and Labour Administration, the Parliament put in place the covert human intelligence sources code of practice. The code states: “Any Police Scotland Officer deployed as a ‘relevant source’” —the term used for undercover officers— “in Scotland will be required to comply with and uphold the principles and standards of professional behaviour set out in Police Scotland’s Code of Ethics.”
