Does the minister agree that there are genuine concerns about the way in which the funding formula for FE colleges is working, with particular regard to colleges such as Borders College, which are remote from other colleges and have a limited pool of potential recruits to enable them to expand their student base to meet demanding targets? After all, the funding follows the students. Account is taken of the specific issues of rurality and remoteness in the funding methodology that the funding council uses.

We can clarify whether the Executive has a policy on the matter, whether it is up to different Executive departments to decide how they will expedite matters, or whether there is just an ad hoc arrangement—which some might describe as, "as it comes up their humph."

Are there plans in the local government finance settlement to examine provision to cover the additional costs for councils that are already strapped for cash?
