Introduction
At its meeting on 5 March 2019, the Justice Committee considered a notification from the Scottish Government on a UK Statutory Instrument (SI) relating to the European Union (Withdrawal) Act 2018.
If we look at an analysis of the UK national debt prior to Covid, at the beginning of March, 23 per cent of the debt was owed directly to the Bank of England.
Last year, it was certainly a very late confirmation; I believe that it was in March. Our plea to the UK Government is not to leave it as late as March to confirm what consequentials will be coming.
I see that the commission intends to report the findings to the minister and the Scottish Government in March 2019. That is a long time to wait, because there are people out there at the moment who need treatment.
