It has told me that it cannot get a licence I think that you are talking about code powers. Since last year, when we changed the electronic communications code to encourage more players on to the field, there has been a huge rush of applications for code powers.

The bulk of the policy has already been set out on the face of the Bill, and a power is being taken here to add detail by way of a code of practice and to bring that code into force by regulations.
