We recommend that the Scottish Government works with local authorities and private car park owners to develop specific guidance to enable a more consistent approach to enforcement to be taken.

The short-term nature of the funding agreements that are reached is an issue, as is the amount of time that has to be spent on starting up projects time and again because of one-year funding, for example....
