The Scottish Police Authority has advised us that it is working hard to deliver a significant number of RSSs by the statutory deadline and to deliver the bulk of them by 31 May 2025. The SPA says that there are a number of more complex cases that will take longer, but that most eligible police pensioners will receive their RSS by 31 July 2025.
Sorry—it is a point of clarification. The committee may be minded to consider that, if the qualifications are required to be able to shoot deer, Police Scotland may interpret that as the qualifications also being required for ownership of a rifle capable of shooting deer—so rifle ownership may become limited, too.
It is an important issue, because a lot of young people may well present relatively well in school but there may be significant evidence from the home or other situations that they are in distress.
We further invite the Scottish Government to provide detail of any other innovative approaches it may be considering that have been demonstrated to work for local communities.
