It was the unanimous view of the committee that greater consistency in practice and behaviour among people who provide land-agency services—whether they act on behalf of landlords or agents, and irrespective of whether or not they hold membership of the RICS—is desirable; that the code must have teeth; and that the Scottish Government should monitor development of the code to ensure that it is fit for purpose.
The Government has refused to listen to overwhelming evidence that pre-release access is contrary to the “European Statistics Code of Practice” and the United Nations resolution on the fundamental principles of official statistics.
The approach that we introduced was based on that code of practice, which was basically an industry voluntary code, and involved general binding rules.
