We would be failing in our duty if we did not try to satisfy ourselves about all those projects, including the range of projects that are being developed by Transport Scotland. The Borders rail link is one of the projects that we are looking at very closely to ensure that all the financial assumptions are robust.

I say this not as a defence of any specific car parking policy but simply as a statement of fact: we must bear in mind the fact that any element of the cost of maintaining a car park that is not met by car parking charges comes from funds that would otherwise be spent on front-line patient care.

The Scottish Government is investing record levels of funding in local government. Over the 2008-11 period, £34.9 billion will be invested; this is a 13.1% increase in funding. 2008-09: £11.2 billion 2009-10: £11.6 billion 2010-11: £12.0 billion.
