As the convener pointed out, a number of children who are impacted by those practices are not able to express themselves. They may be non-verbal or, if they are verbal, they may not have the full range of expression.
It has not yet been proven to work at scale and it may not be a good investment as it is very expensive, and hydrogen may not live up to the potential that we think that it might have.
The difficulty concerns the existing legislation in this area. It may be that, in the longer term, we have to introduce legislation to change the position.
