I should remind him that, even though four parties—not all the parties—are on the Parliamentary Bureau, that does not mean that every decision of the bureau has all-party agreement. If we follow the extension of his line of argument and accept his definition of "all-party", we will discover that, as long as the Liberal Democrats support their partners on the Executive—and they invariably do—the Executive parties control every item that this Parliament can or cannot provide for.Members of this Parliament are fond of saying that we should not follow Westminster practices.
