The UK Environment Bill - Clause 125: amendment of REACH (chemicals regulation)
The REACH Regulation refers to the EU regulation on chemicals: the Registration, Evaluation, Authorisation and Restriction of Chemicals Regulation, which will become retained EU law at the end of the transition period (31 December 2020). The retained EU law version of the REACH Regulation will apply in the UK as amended by the REACH etc.

These operational programmes set out in detail the level of funding available for different types of activity for the whole programme period.
For the 2014-2020 programme and as part of the operational programme for each structural fund, the Scottish Government has:
identified the EU Cohesion policy's Thematic Objectives of relevance to Scotland
selected a limited set of the EU's available investment priorities to concentrate on
assigned the available budget to these objectives and investment priorities
This process must follow the rules of each fund as laid down by the EU, for example on co-financing rates or concentration on a limited number of priorities.

The Scottish Government's Medium-Term Financial Strategy, May 2019 - Spending plans
The MTFS leaves some wriggle room on whether a Scottish Spending Review will follow later this year. It states:

Overview of private rented housing reforms in Scotland - Indirect Policy Reforms
A similar change was made to Land and Buildings Transactions Tax (LBBT) in Scotland. The Scottish Budget 2019 to 2020 announced that legislation will be introduced to provide that, from 25 January 2019, the LBBT additional dwelling supplement will be charged at 4% of the total purchase price of the dwelling.
