I did not do it personally, but the economists who did the RIA spoke to people who had set up such schemes and spoke to people in Ireland who are setting up a registration scheme, and they made some broad assumptions about what might be needed to maintain the scheme. In the interest of public funds, if we can provide the scheme more cheaply as we develop, we will try to do so.
