I will just add that there is nothing to prevent parties from doing that already—they could put on their own QR codes. There might be an issue about whether we would want to legislate to make that mandatory, but there is nothing to prevent political parties or candidates from using that system as it is.

T - In January-March 2012 there was a change in the way those who did not respond to the question on disability were recorded, with those who did not respond no longer being automatically coded "not disabled". ** - In Apr-Jun 2013 there were significant changes to the questions relating to disability and long-term limiting health conditions.

Either explanation could point to a breach of the ministerial code. Not taking a minute is a breach in and of itself, but far worse is that the minutes of those meetings could have been deliberately held back from our committee to protect the First Minister by hiding a more ruinous breach on her part.
