They will not be reformed at the next Fisheries Council, but we can ask some of the wider questions of the minister when he—I hope—appears early in the new year; I might highlight those questions at a later date.The way that the system works is that we ask fishing businesses to plan their investment programme on the basis of a decision that is made every December.
