I would refer the local authorities to the comment that I mentioned from Councillor Morrice, with whom Mary Mulligan will be acquainted. He said that local government has achieved"a fair settlement … under difficult circumstances".We all understand that the public finances are in a very different situation from previously.

A lot of work has already been done to ensure that the model is tested well, with a view to rolling it out.As far as what works in mental health is concerned, Mary Scanlon will be aware that there have already been a number of developments in respect of access to psychological therapies to reduce reliance on antidepressant prescribing.
