The response highlights the problem that arises when Scottish Executive policy is delivered through local government. Many difficulties to do with identifying spend and tracing its progress and effectiveness arise because there is a lack of information from councils.

As I said recently, the changes that are taking place at St John's hospital and elsewhere are changes that, in many cases—in relation both to services at St John's and to the quality of care provided in the specialist centres—save lives.
However, such services are not open to people who have been acquitted because they are meant to be treated as innocent. A person's mental state can in many cases be affected by having served maybe 15 to 20 years in prison, yet such people come out of prison with virtually no support.
